On November 11, 2010 from the office of Honorable Prime Minister and the UN Development Program (UNDP), Mrs. Helen Clark, the former Prime Minister of the country, inaugurated all the Union and Service Centers (UISC) in the country through video conferencing from Cherokurimukhi union of Bhola district. About 30 lakh people are receiving information and services from these centers in the month. Through the UISC, through the public and private services at a fast and low cost, huge changes in the living standard of the local people have started to come.
The UISC started its journey in front of the 'People at the Doorsteps' program. With the establishment of UISC, it is possible to create a free flow of information in every state of the society and the state system, where people do not have to go door to door for service, but they are reaching the service. Free submission is one of the prerequisites for empowering the public. The establishment of the country's 4,501 union councils and service centers has opened the way for information and services in the fastest time, including participation in the free flow of rural people.
Union Information and Service Centers have been established based on PPPP (Public-Private-People's Partnership) model. Each UIS has two local youth entrepreneurs, of which one man and one woman These entrepreneurs manage the UISC. In some centers, a woman and a male entrepreneur as well as a person is working as a 'alternate entrepreneur' in the same person as a male and a female. Not a paid UISC is a salaried worker, earning income of each UISC income. The entrepreneur is also an investor.
Partnership or Partnership:
The UISCs are managed by local government departments. Under the guidance of the Cabinet Division and the management of the local administration, other activities including the supervision of UISC are being conducted. From the LGD and Bangladesh Computer Council (BCC), the meaning of training for the IISc's required ICT tools and the efficiency of the entrepreneurs is increased. In addition, BCC 1013 uninterrupted unions have brought solar power to all the union parishads under the power supply. Apart from this many organizations like UBAC are involved in providing services, new skills and technical assistance to many banks - insurance, mobile companies, NGOs, educational-research institutes, hardware-software associations.
UMAs or UDC Activity Management System:
UISC program management or 'UMS' (http://www.e-service.gov.bd/uams/) has been created to help UISC entrepreneurs to calculate the income and local administration follow-up. UISC entrepreneurs upload their daily income information here.
